Why are there donation bins at Goodwill outlets?

Some outlets receive donations directly on site. Some outlets only sell items that are returned from area Goodwill stores. These items were for sale but weren’t bought. I like to think these items made it to the bins because the stores priced them too high. You’ll sometimes see items in the bins with store price tags on them.
